Warren Tenney was appointed Executive Director of the Arizona Municipal Water Users Association in February 2016. Warren is a member of the Governor's Water Augmentation Council. Before becoming AMWUA’s Executive Director, Warren had been the Assistant General Manager for Metro Water District in Pima County, Arizona, since 1994. Warren was a two-term elected member of the Central Arizona Project Board of Directors representing Pima County. While a Board member, he served as Vice-President of the CAP Board and as Chair of the Board's Finance, Audit & Power Committee for three years. He also served as Chair of the Public Policy Committee. He resigned his CAP Board position in January 2016.

Warren was active in the formation of the Water Conservation Alliance of Southern Arizona (Water CASA) and the Southern Arizona Water Users Association (SAWUA) and has been president of both organizations. He has participated on state and regional water committees over the years including the legislatively created Water Resources Development Commission (2010-2011) serving as co-chair of the Environmental Working Group. He also chaired the Water Resources Committee for the AZ Water Association for six years. Warren is a fourth generation Arizonan. He earned his B.A. at Arizona State University and earned an M.A. at Northern Arizona University.

As the Communications Director, Sheri is responsible for developing communication strategies to assist AMWUA with advocating and communicating proposed policies and positions on water issues affecting its members. She develops and oversees short-term and multi-year public relations projects to increase awareness among elected officials and the public about water management issues and policies; to communicate member cities’ successes in water management, including conservation, planning, and building and maintaining infrastructure; and to enhance AMWUA’s public visibility to promote our members’ ability to provide their residents and businesses with water now and for the future.

Additionally, Sheri manages all the social media accounts, develops content for the AMWUA website, creates various communication materials such as stories, blogs, and videos, and works with key community partners and media to communicate and strengthen the overall mission of AMWUA. In 2018, Sheri relocated to the Phoenix area from the Canadian Prairies, where she spent 15 years working in media, communications, public relations, and marketing in professional and amateur sports. Before moving south, she was responsible for developing, leading, and managing the entire Communications and Marketing department for the largest sports administration organization in Saskatchewan.

As a Water Policy Advisor, Paul helps safeguard the water supplies of AMWUA member cities through research and analysis of water resource issues in order to develop sound policy and management solutions.   Before joining AMWUA, Paul served as the non-partisan research analyst for the Committees on Land, Agriculture & Rural Affairs and Natural Resources, Energy & Water within the Arizona House of Representatives. He also staffed numerous interim committees on topics ranging from the groundwater supply availability in the Pinal Active Management Area to the impacts of wildfires and post-fire flooding. In this capacity, he drafted bills and amendments, wrote publicly available summaries of legislation, conducted research for lawmakers, and delivered committee presentations. In addition to this experience, Paul evaluated state agencies’ operations and processes for the Arizona Auditor General and conducted oral history interviews of former state lawmakers for the Arizona State Archives.  

Paul is a native of Mesa, Arizona and a graduate of Arizona State University, where he earned bachelor’s degrees in history and Spanish literature and a master’s degree in history. His master’s thesis focused on the history of transporting groundwater in Arizona. Paul’s research was cited in Burton Barr: Political Leadership and the Transformation of Arizona (2015). He also researched Sandra Day O’Connor’s legislative career for her authorized biography, First (2019).  

Michelle is the SROG Manager for AMWUA. She fulfills AMWUA’s obligations under the Sub-Regional Operating Group (SROG) Administrative Service Agreement, and ensures the SROG cities are operating in accordance with the Joint Exercise of Powers Agreement.

Michelle served as SROG Staff assistant from 1992-1996, and returned to AMWUA in 2017 to assume her current position as SROG Manager. In the interim, she worked for a consulting civil engineering firm specializing in water and wastewater design. Michelle earned her Bachelor’s of Science in Economics from the University of Kansas and her MBA from Western International University.

In his role as Conservation Coordinator, Harry oversees AMWUA’s efforts in water conservation and efficiency by assisting member municipalities in elevating established conservation initiatives and expanding new strategies to further enhance water resource supply sustainability. Harry monitors and engages local, regional, state, and federal sustainable water demand management initiatives that impact AMWUA members, coordinating with municipal staff and regional entities to implement effective water conservation programs, policies, and standards.   Harry has more than 20 years of professional experience in landscape architecture, water conservation, and natural resources management, having worked in public, private, and academic settings. His previous work in the public sector focused on promoting integrated land and water resources management strategies into the planning, design, and construction of stormwater management projects. He was a core team member in the development of the Greater Phoenix Metro Green Infrastructure Handbook and a member of the Landscape Technical Advisory Committee to update ADWR’s Low Water Use Drought Tolerant Plant List. Harry currently serves as an Advisory Committee member for the Arizona Tri-University Recharge and Water Reliability Project.

Harry is a registered landscape architect and holds both a Master of Landscape Architecture and a Bachelor of Science in Renewable Natural Resources Management from the University of Arizona.

As the Conservation Specialist, Jacob works with the Conservation & Efficiency Advisory Group (CEAG) and the Conservation Coordinator. He is responsible for maintaining the conservation section of the AMWUA website and related conservation websites by working with AMWUA members, partners, and the Conservation & Efficiency Program. In addition, Jacob researches, compiles, organizes and maintains information, data, and digital assets. Jacob also collaborates with other AMWUA staff and water professionals.

Jacob earned a BS in Political Science from ASU in May 2019, and a Masters of Advanced Study in Geographic Information Systems in December 2020.

As AMWUA’s Water Policy Analyst, Brad works with the AMWUA Executive Director and other AMWUA staff to research, evaluate and formulate policies and positions on water issues that affect the AMWUA members. He also works closely with the water resources advisors of the AMWUA cities and towns and interacts with other Arizona water entities.   Brad researches and writes fact-based issue summaries, talking points, and detailed analyses, and also researches and reviews statutory, regulatory, and legal-related issues. Brad compiles numerical data from various sources for analysis and formulates potential policy solutions.  He attends various meetings and reports on developing water policy issues. Brad also collaborates on the development of AMWUA communications materials.

Brad earned a Bachelor of Science in Environmental Sciences from Northern Arizona University in November 2020, and is currently pursuing a Master of Public Policy from Arizona State University.

  As the Office Manager/Executive Assistant for AMWUA, Sherry supports company operations by planning and implementing office systems, maintaining office efficiency, and overseeing equipment and supply procurement.  Sherry also assists the Executive Director and AMWUA Board members by providing high-level executive support.  In addition, Sherry is responsible for performing various human resources and payroll functions and works closely with AMWUA’s financial contractor on the financial needs of the Association.   Prior to her employment with AMWUA, Sherry worked for the Arizona Department of Transportation (ADOT) as an Executive Staff Assistant/Board Secretary supporting the Arizona State Transportation Board, Multimodal Planning Department, and Executive Level Management.

Prior to working for ADOT, Sherry worked 15 years for the Dysart Unified School District as an Office Manager/Administrative Secretary III and was responsible for overseeing the daily operations of the school office.

Kathy has been involved in Arizona water issues for the past 40 years. She began her career in 1977 working for the Arizona State Senate, and later that year she was appointed Executive Director of the Groundwater Management Study Commission. Her work with Governor Bruce Babbitt culminated in the passage of the 1980 Groundwater Management Act. Kathy participated in the Act's negotiations and supervised the drafting of the Act, which continues to be one of the nation's most visionary laws for managing groundwater. Kathy then served for five years as Chief Counsel of the newly formed Arizona Department of Water Resources and in 1985 was appointed by Governor Babbitt to be Director of the Department. As Director, she was actively involved in the development of many legislative initiatives, including the Underground Water Storage Act and the "Lakes Bill," which banned the use of drinking water in man-made subdivision lakes.

From 1987 until 2012, Kathy was an attorney in private practice specializing in water issues. For more than 29 years, she has been legal counsel to AMWUA, and for three of those years, she served as Executive Director. Kathy was recently named as a Senior Research Fellow for the Kyl Center for Water Policy at the Morrison Institute for Public Policy at Arizona State University.

Since 2014, AMWUA has contracted with The Aarons Company, LLC, for legislative representation and public policy guidance. Barry M. Aarons has over forty-five years experience in policy development, public affairs implementation, and lobbying in the Arizona Legislature, other state legislatures, and the U.S. Congress. Aarons's institutional knowledge of the legislative process as well as a wide breadth of issues is among the strongest in the entire lobbying corps.

In serving AMWUA, Aarons partners with former Arizona legislator Theresa Ulmer, owner of Ulmer Consulting, LLC, a public policy advocacy firm with extensive issues management and advocacy background.
