"This ground-breaking Groundwater Management Act contained reforms to gradually eliminate the overuse of groundwater in the state's most heavily populated areas. It mandates water conservation, regulates who may withdraw groundwater, and how much. It limits new well drilling and requires that all new residential subdivisions prove access to water for 100 years." -- Kathleen Ferris is an attorney in private practice specializing in water matters. She served as director of the Arizona Groundwater Management Study Com mission and as director of the Arizona Department of Water Resources.
