On December 3, 2018, Arizona Department of Water Resources (ADWR) Director Thomas Buschatzke sent a letter to the Central Arizona Water Conservation District (CAWCD) Board President Lisa Atkins and Director Karen Cesare regarding the "friendly amendment" to the Implementation Plan.
